I have been using Adobe Photoshop Elements since version 7, and the 2020 version is a piece of garbage. Takes over 20 minutes to install. Installed the trial premier version, didn't want to pay another $99.00, so I deleted it, then had to reinstall the basic 2020 version to get Elements to work again. Adobe Premiere Elements 2021 – an update of an already mature program – offers relatively few new capabilities and those are based on advanced automation, such as a new mask selection tool.
Adobe Photoshop (the non-Elements version) is a tool with infinite possibilities, but if you're a basic user, probably don't need the full version of Adobe Photoshop but instead the basic version called Adobe Photoshop Elements. As a basic user, Elements certainly fit your budget and requirements for a photo editing suite.
If you want a good editor, Adobe Photoshop Elements may be unbeatable when you consider the power of the program. Overall power and ability isn't what makes this program great, though. Besides the main program, you get Adobe Photoshop Elements Organizer free, a tool for organizing and viewing of images to be stored and labeled all your photos automatically. The photo organizer is similar to ACDSee in many ways.
